King Edward VI Grammar School, Chelmsford is a state grammar school for boys whose September 2027 entry policy says applicants intending to move to Essex but who “currently live abroad” take the Consortium of Selective Schools in Essex (CSSE) test on the main test date “at a place to be decided in consultation with the CSSE and the applicant’s parents or carers”. Its 120 priority-area places require continuous residence within 12.5 miles from 10 October of Year 6.

Which body decides which part of an Essex application from abroad?
Essex splits a grammar application three ways, and each body publishes its own wording. The CSSE says its office “deals only with examination administration. It has no involvement in school applications, admissions or appeals” (CSSE home page). Essex County Council says it “is not responsible for selective /grammar testing for any school in Essex. This is managed by the ‘Consortium for Selective Schools in Essex’ (CSSE)” (Secondary Education in Essex 2027 to 2028). KEGS requires both steps: parents “must complete both the CSSE registration form and submit this to the CSSE by its closing date … as well as submitting a formal Common Application Form to their home local authority” (KEGS policy, 1(e)).

A family living outside Essex applies through its own council. KEGS says: “Parents living outside of Essex must apply to their own local education authority, giving King Edward VI Grammar School as one of their choices” (KEGS, how to apply). The CSSE says: “Parents must use the Common Application Form of the Local Authority in which they live, even if the schools that they name as preferences on the form are in a different Authority” (CSSE Information Guide), and its registration form asks for a Home Local Authority, “usually where you pay council tax” (CSSE registration form). The two forms run to different clocks: for 2027 entry the CSSE’s registration closed on 19 June 2026 and the council form closes on 31 October 2026.
Where does a child living abroad sit the CSSE test, and when?
King Edward VI Grammar School and Colchester County High School for Girls each write a sitting for applicants abroad into their own 2027-entry policies. King Edward VI Grammar School, in paragraph 2(c):
“Applicants intending to move to Essex for the start of their child’s Year 7 education, but who currently live abroad, will take the test on the main test date at a place to be decided in consultation with the CSSE and the applicant’s parents or carers.”
Colchester County High School for Girls, in section 1.9 of its policy for 2027-28:
“Applicants intending to move to Essex for the start of their child's Year 7 education, but who currently live in the UK, must travel to take the test at a CSSE test centre. Applicants who live overseas should contact the CSSE regarding arrangements to take the tests on the main test date at a place to be decided by the CSSE in consultation with the applicant’s parents.”
Each clause belongs to one school’s policy, and this page does not extend either to another CSSE school: ask any other school you are considering for its own wording. Both involve the CSSE in deciding the place, so the first written question to the CSSE is the one each clause leaves to it: where the sitting will be. The CSSE’s Information Guide for 2027 entry adds rules about the sitting: “a letter will be emailed to you confirming where you should take your child for the selection test”; “you are asked to keep the whole day free” because “we are unable to confirm whether morning or afternoon sittings have been allocated”; “We are unable to alter test sittings once they have been allocated”; and “Test dates will not be changed to accommodate school trips or test dates arranged by other authorities.” A Tuesday sitting, on 29 September 2026 for 2027 entry, was for “religious, illness or exceptional circumstances only” (CSSE Information Guide).

The notice on the CSSE home page headed “CSSE EXAMINATION – 2028 ENTRY”, read on 4 October 2026, says: “Registration will open next year. Important dates will be published by Easter 2027.” The wording quoted on this page is the 2027-entry version on each body’s website on 4 October 2026, so check each again when the 2028-entry versions appear. The CSSE home page prints the office hours as 9:30am to 3:30pm and says emails received during a closure “will be dealt with when the office is open”: write to admin@csse.org.uk and keep the reply. Practice papers can be ordered from abroad: the CSSE’s examination page lists a “Downloadable Order Form for Overseas residents only”, and the form says: “Please complete this form and email it to admin@csse.org.uk. You will be sent a link to make the payment. Payment must be in sterling only.”
What do Essex County Council and Southend Council accept from a family still abroad?
Essex County Council
The council’s 2027 to 2028 brochure has a paragraph headed “Admission of children living overseas”:
“For parents and children living overseas and planning to move to the UK, an application for a school place will be considered for such children even though they may not be resident in the UK at the time of application. The application may however be processed on the basis of the overseas address.”
Under the same heading the brochure also covers a family that already owns a home in Essex: “If an applicant from overseas owns a property in Essex but is not living in it, but intends to take up residence with their child at the Essex home before the start of the autumn term, then evidence of this address must be provided for the application. Any offer of a school place will then be conditional upon receipt of evidence of taking up residency at that property in Essex.” In its “Changing address details” section, for a family moving to Essex, it says: “If you know you are moving to Essex before the closing date for applications but are not able to provide evidence by that date, you must make your application through the local authority where you are living and can name Essex schools.” Whether that sentence or the overseas paragraph governs your family is a question for Essex School Admissions (admissions@essex.gov.uk, 0345 603 2200); ask in writing and keep the reply (Essex brochure).
For 2027 entry the brochure sets the evidence and the cut-off for a new address: “If you are moving, you must provide details of your new address to the LA and also provide evidence of that address (either a copy of the exchange of contracts document or a signed and dated tenancy agreement) no later than 20 November 2026.” It adds that 20 November 2026 is “The last date that evidence of changes of address can be accepted to be included in the first round of offers on 1 March 2027”, and that anything received later “will only be taken into account when the waiting lists process opens after the relevant offer day” (Essex brochure).
Southend Council
Under the heading “If you are planning to move to Southend”, Southend Council’s 2027-28 booklet has this entry for families abroad:
“Parents living abroad may apply through a ‘proxy’ local authority where they intend to settle. However, the address will be recorded as abroad, and in most cases, no offer can be made using the intended address until clear evidence of residency is provided. This may differ for certain schools (for example, where admissions are based on academic ability or aptitude). Where this applies, the Council will advise you on what to do.”
For a family planning to move to Southend, the same list says “Intended future addresses cannot be used” and “If you cannot provide proof of the move by the application closing date, you must apply through your current local authority.” Under “Change of home address after the closing date” the booklet adds that for secondary school admissions “the address used is the child’s normal residence on or before 20 November” (Southend booklet).
What GOV.UK tells councils, and the eligibility question
Department for Education guidance on GOV.UK says: “If an application is made from another country, local authorities should consider the application as adequate proof of an intention to move or return to the area and include it within the local authority co-ordinated process.”
Eligibility to study at a state school is a separate question from the address. Essex County Council says: “It is the responsibility of the parents of foreign national children to check that their children have a right under their UK entry conditions to study at a school before applying for a place. How does living outside the KEGS priority area change the score needed?
KEGS reserves a block of places by address. Its policy for September 2027 entry says “120 places are reserved for boys who have been continuously living within the priority area, i.e. within 12.5 miles from the school … since 10th October in Year 6”, and that once EHCP places and those 120 are allocated “the remaining places … will be allocated to boys regardless of where they live”. The school’s website adds: “Any applicant moving to the priority area after 10 October of Year 6 will not be considered a ‘priority area’ applicant” (KEGS priority admissions area). Policy 4(c) defines the term the offer depends on: “Permanent residency is defined as owner occupancy or valid letting contract of a residential property.” Ask KEGS in writing how it treats a boy whose family is abroad on 10 October in Year 6, and whether the exception in policy 4(d) for service personnel and Crown servants applies to you. KEGS publishes what that meant for the last intake. These are the lowest scores of boys who were neither in receipt of the Pupil Premium payment nor classified as looked after children, as published for September 2026 entry (offers made on 1 March 2026). They are not a figure for 2027 entry.

In both comparisons the out-of-area figure is higher than the in-area one. KEGS cautions that the cut-off “varies from year to year”. It also warns that a claim to be in area must be shown: “Any ‘in area’ applicant who is offered a place will need to affirm in writing and be able to demonstrate that they fully meet this criterion and, if they fail to do so, then the applicant will be redesignated as an ‘out of area’ applicant and the offer of a place will be withdrawn if this means that their score is no longer high enough to be offered a place as an ‘out of area’ applicant.” Department for Education guidance on GOV.UK says that where a parent cannot provide evidence of a return, an address in another country “might give the child a lower priority for admission if the admission authority operates a catchment area or if the child is tied for the final place available with other applicants.”

In its 2027-entry policy, KEGS makes a priority-area offer “conditional upon the pupil being continuously resident within the priority area (at their permanent home address and that of their primary carer) between 10th October in Year 6” and the start of Year 7, and defines that date as “10th October in the academic year before an applicant would start Year 7 in September at KEGS”. It also says: “Only one address can be used for application.” Whether a family that owns its Essex home but is abroad on 10 October counts as continuously resident is a question to put to KEGS in writing (office@kegs.org.uk). Essex County Council’s catchment area finder checks whether an Essex address is “within 12.5 miles of King Edward VI Grammar School or Chelmsford County High School for Girls”, and covers “the Essex County Council administrative area only”.
Chelmsford County High School for Girls takes its own registration for its entrance test, and Essex County Council gives it a separate paragraph: “you need to register your child to sit the entrance test by the given deadline” (Essex grammar school places). Its policy ties a priority-area offer to living at the permanent home address “since 31st October in Year 6, which is the deadline for formal applications to the Local Authority”, and makes an exception to the permanent-home-address rule: “if the family are returning from abroad to a previous permanent place of residence within the priority area (See definitions Appendix 1) or are members of the Diplomatic Service or Armed Forces. Colchester County High School for Girls ties a priority-area offer to “continuously living in their permanent home address in the priority area between the dates of 31 October 2026, which is the deadline for applications to the Local Authority (LA), and the start date for Year 7 at CCHSG in September 2027”, and gives “The remaining 38 places” in score order “regardless of where the girls live”.
Colchester Royal Grammar School’s policy for 2027-28 says what its Year 7 places are decided by: “Admission to Year 7 is determined by a pupil’s position within the selection procedure organised by the Consortium of Selective Schools in Essex (CSSE). This position is decided on the basis of the pupil’s standardized score in the selection tests. The selection procedure is open equally to pupils in Essex and those who live outside the county” (CRGS admissions arrangements 2027-2028). Southend and Westcliff
Southend High School for Boys’ policy for 2027 entry has a category for “Children whose normal/habitual place of residence (as assessed in the terms provided, annually, in the Southend Local Authority secondary admissions booklet) lies outside the postcode areas SS0, SS1, SS2, SS3, SS4, SS5, SS6, SS7, SS8 and SS9, subject to their passing the selection tests” (Southend High School for Boys). Southend High School for Girls and Westcliff High School for Girls publish a corresponding category in their own policies, and Westcliff’s points to the same booklet for how residence is assessed. That is the booklet quoted above, whose “proxy” entry says its rule “may differ for certain schools (for example, where admissions are based on academic ability or aptitude)”.
Service and Crown servant families
KEGS writes: “Children of UK service personnel … with a confirmed posting to within the priority area and Crown servants … who are returning from overseas to live in the priority area will be treated as meeting the residency requirement in 4(b) above in advance of the family arriving in the priority area. Documentary evidence will be required” (KEGS policy, 4(d)). Colchester County High School for Girls writes: “If an applicant’s parent/carer is a Member of the Armed Forces and Crown Servants with automatic right of entry to the UK who are able to provide evidence of their relocation, in the form of an official government letter, of forthcoming residence in the priority area, at the time of application to the Local Authority by 31 October 2026 we will deem the applicant to have a permanent residence in priority area” (Colchester County High School for Girls policy). What routes remain if the test or the move is missed?
For 2027 entry the CSSE says “Test registration for 2027 Entry is now closed”, so a Year 6 family arriving after 19 June 2026 depends on the routes each school writes down. Each has conditions.
Colchester County High School for Girls: “Applicants, whose move to the area could not be foreseen in time to meet application deadlines, will be permitted to take a test at a later date decided by CSSE. The applicant will be placed in the Rank Order of Merit List containing candidates regardless of where the girls live and the details passed to the LA.” The policy then says: “If a place then becomes available within the number intended to admit, it will be offered (via the LA) to the late applicant by virtue of having a higher qualifying score than the next student on the rank order.”
KEGS: “If an application is received for a place in Year 7 after the normal admissions round, then the school will respond within 15 school days to advise parents of the next available test date or the reason for refusal with information about the right of appeal.” A boy who is ill or has other special circumstances and cannot take the main date will “be allowed to sit a test on another stated day at a stated venue as determined by the CSSE, subject, in the case of illness to the provision of a medical certificate, and, in any other circumstances to a written explanation of the circumstances” (KEGS policy).
Chelmsford County High School for Girls: the policy says “Applicants who move to the area after the close of registration, for reasons that could not be foreseen, should contact the Admissions Office to be considered for sitting the Entrance Test on a later date”, and that “Registration for the test after the deadline will only be accepted in exceptional circumstances and considered on a case-by-case basis” (policy). The school’s web page for 2027 entry says: “Late registrations will not be accepted” (admission to Year 7, September 2027). Registration for 2027 entry closed at 4pm on 3 June 2026. Ask the school in writing which statement applies to your family.
After Year 7: KEGS’s website describes a “Post 11+ Admission Selection Procedure” that is “open to all who EITHER have not previously participated in the Consortium of Selective Schools in Essex selection process (11+ examination) OR wish to be reassessed having previously failed to gain entry into the School via the 11+ examination but wish to try again”, and says “No Y7 pupil can expect to transfer in until the beginning of Y8 at the earliest.” It uses four written tests (English, Mathematics, Science and a Modern Foreign Language, French or German), “The Tests are taken at KEGS”, and “Places only become available when pupils leave” (KEGS admissions policy page). Colchester Royal Grammar School’s 2027-28 policy, under “Years 8 to 10”, writes: “Occasionally vacancies occur in other years, for example due to family relocation. King Edward VI Grammar School’s policy for September 2027 entry says applicants “intending to move to Essex for the start of their child’s Year 7 education, but who currently live abroad, will take the test on the main test date at a place to be decided in consultation with the CSSE and the applicant’s parents or carers”. For 2027 entry that date was Saturday 19 September 2026, and registration closed on 19 June 2026 (CSSE Information Guide). Do we need an Essex address before we register or apply?
Essex County Council’s brochure for 2027 to 2028 says that for “parents and children living overseas and planning to move to the UK, an application for a school place will be considered”, and that it may be processed “on the basis of the overseas address”. Evidence of a new address is “a signed and dated tenancy agreement” or an exchange of contracts, “no later than 20 November 2026” for the first round of offers on 1 March 2027. What happens at KEGS if the family arrives after 10 October?
The KEGS website says: “Any applicant moving to the priority area after 10 October of Year 6 will not be considered a ‘priority area’ applicant.” For 2027 entry that date is 10 October 2026. Policy 4(d) makes an exception: “Children of UK service personnel … with a confirmed posting to within the priority area and Crown servants … who are returning from overseas to live in the priority area will be treated as meeting the residency requirement in 4(b) above in advance of the family arriving in the priority area. Documentary evidence will be required.” The remaining places go to boys “regardless of where they live”.
We missed the CSSE registration, so is there a later route?
The CSSE says “Test registration for 2027 Entry is now closed”, and the absolute deadline was 19 June 2026. Colchester County High School for Girls’ policy says applicants whose move “could not be foreseen in time to meet application deadlines, will be permitted to take a test at a later date decided by CSSE”. KEGS says that for a Year 7 application received after the normal round it “will respond within 15 school days to advise parents of the next available test date or the reason for refusal”. What does GOV.UK say about a Child Student visa and a state-funded school?
GOV.UK guidance says unaccompanied foreign national children entering on a Child Student visa or Student visa must study at the independent school, sixth form college or further education college that is a licensed student sponsor and has offered them an unconditional place, and that “They cannot lawfully, under their UK entry conditions, study at a state-funded school.” KEGS describes itself as “a state grammar school for boys”. Essex County Council says it is “the responsibility of the parents of foreign national children to check that their children have a right under their UK entry conditions to study at a school before applying for a place”.
How do we get CSSE practice papers sent abroad?
The CSSE’s examination page lists a “Downloadable Order Form for Overseas residents only”. The form says: “Please complete this form and email it to admin@csse.org.uk. You will be sent a link to make the payment. Payment must be in sterling only.” Its options are the actual English and Maths papers sat for 2026 entry, 2025 entry and 2024 entry. The CSSE guide also says free English and Maths familiarisation papers can be downloaded from the CSSE website.
What does Chelmsford County High School for Girls say about a family returning from abroad?
Its policy for 2027 entry makes an exception to the permanent-home-address rule “if the family are returning from abroad to a previous permanent place of residence within the priority area” or “are members of the Diplomatic Service or Armed Forces”, with “Documentary evidence of this status” required. Registration for 2027 entry closed at 4pm on 3 June 2026. The policy says later registration “will only be accepted in exceptional circumstances”; the school’s web page says “Late registrations will not be accepted.” Ask the school in writing.
