What a 9-9 to 1-1 double-award grade actually means, and how AQA, Edexcel and OCR structure the papers behind it.

Ofqual’s 2018 guidance defines exactly 17 possible combinations, built only from two equal or adjacent numbers such as 6-6 or 5-4; a pairing like 5-3 or 7-4 cannot exist. AQA, Edexcel and OCR each run a different paper count and mark total behind that same 17-point scale in 2026.
A Combined Science grade is always written as two digits from the same 9-to-1 family used for every other reformed GCSE, and the two digits are never chosen independently. Ofqual’s own 2018 guidance is explicit: the double grade “will consist of two equal or adjacent grades from 9 to 1, giving 17 possible grade combinations – for example, (9-9); (9-8); (8-8) through to (1-1).” A 6-6 means the same grade twice; a 5-4 means one grade below it. Both are valid combinations that sit on that 17-point ladder.
What is not possible is a combination that skips a grade. Ofqual states this directly: the available pairings “can therefore only be either the same (for example 5-5) or adjacent (for example 5-4) grades from 9 to 1. So students won’t end up with grade combinations such as 5-3 or 7-4.” A 6-4 or an 8-6 cannot appear on a results slip, because the double grade is not two independent marks stitched together — it is one overall mark, translated into the nearest pair on a single 17-point scale.
Ofqual has also been explicit about why the scale runs to 17 points rather than the 9 points used for a single subject: a coarser scale, built only from matching pairs such as 9-9, 8-8 and 7-7, would have meant a student missing a grade boundary by a single mark lost two whole grades at once rather than one. The 17-point scale exists specifically to soften that cliff-edge, giving a near-miss student the adjacent pairing — 5-4 rather than a full drop to 4-4 — instead. A student taking three separate sciences receives three independent GCSEs — Biology, Chemistry and Physics — each graded from its own set of papers and its own mark. A student taking Combined Science studies all three sciences too, but the content is deliberately narrower: Ofqual describes it as covering “roughly two thirds of the content of the single GCSEs in biology, chemistry and physics.” That narrower content is examined across a single set of papers spanning all three sciences, and it produces one overall mark, not three.
That single mark is what the double grade actually reports. Ofqual is direct about this too: “The double grade will be based on their overall mark across the three subjects; they won’t get a separate mark for each science, and good performance in one area will compensate for weaker performance in another, as in any GCSE.” A student who has a strong Biology paper and a weaker Physics paper does not receive two different results — the marks from every paper are added into one total, and that total is converted into the nearest pair on the 17-point scale.
This is the detail that most explanations of Combined Science skip past, and it is also why a Combined Science grade cannot be read as an average of three separate subject grades, or reverse-engineered into what Biology alone would have been. There is no Biology-only mark to point to. The 6 in a 6-6, or the 5 and the 4 in a 5-4, both describe where one combined total landed against the qualification’s overall grade boundaries — nothing narrower than that. AQA’s own grading page confirms the qualification’s status directly: the Combined Science result “is worth two GCSEs and is made up of two equal or adjacent grades.”
Every board writes the higher digit first — 8-7, never 7-8 — and this is not house style, it is a regulatory convention that Ofqual set out alongside the scale itself. Ofqual’s own explanation is short and specific: “We are asking exam boards to adopt this convention to avoid any suggestion that there are more than 17 possible grade combinations.” Reading the same pair in the opposite order would create the appearance of extra combinations that do not exist — a 7-8 reading as a different result from an 8-7, when in fact only one of those two orderings is ever awarded.
The convention holds across every board and every specification covered on this page. AQA reports its Combined Science: Trilogy and Combined Science: Synergy awards on the same 9-9-to-1-1 ordering; Pearson’s Edexcel Combined Science is, in its own words, “graded and certificated on a 17-grade scale from 9-9 to 1-1”; and OCR’s own specifications for both Gateway Science and Twenty First Century Science describe Higher tier as running from 9-9 to 4-4, never the reverse. A parent checking a results slip against any of the five specifications on this page can rely on the higher number always appearing first.
The 17-point scale is identical across every awarding body, but the exam a student actually sits to reach it is not. Five separate Combined Science specifications are live in England in 2026 — two from AQA, one from Pearson Edexcel, and two from OCR — and they differ in paper count, total marks, and how the content is divided, even though the certificate they produce looks the same.

AQA’s Trilogy specification is the largest by total marks: its own scheme-of-assessment sets six papers — two each in Biology, Chemistry and Physics — each weighted at 16.6% of the qualification, for a scaled total of 420. AQA’s Synergy specification, sat by far fewer schools, restructures the same three sciences into two combined papers instead of three separate subjects: its own specification divides the content into “Life and environmental sciences” and “Physical sciences” sections, run across four papers rather than six, totalling 400 marks.
Pearson Edexcel and OCR’s Gateway Science both converge on a six-paper, 360-mark structure — Edexcel’s own examiner feedback documents confirm each paper “consists of 60 marks”, and OCR’s Gateway specification states the same figure explicitly, at 60 marks per paper across six papers each weighted 16.7%. Where OCR diverges from every other board on this page is its second specification, Twenty First Century Science. Rather than six papers split evenly across three sciences, it sets three subject-specific papers at 95 marks each, plus a fourth paper labelled simply “Combined Science” worth 75 marks — four papers in total, not six, though the mark total still lands at 360. OCR’s own specification even carries a small internal inconsistency worth flagging: the fourth paper’s weighting is quoted as 20.08% at Foundation tier against 20.0% at Higher tier, for the same 75-mark paper.
None of this changes what a grade like 6-6 or 5-4 means — the 17-point scale and the adjacency rule apply identically whichever specification a school has entered a student for. It does mean that two students with the same 6-6 result may have sat a different number of papers, for a different length of time, marked out of a different total.

Ofqual’s current regulatory guidance is direct about the general principle behind tiered GCSEs: “In tiered GCSE specifications, there is an allowed grade on the higher tier. For single award GCSEs there is an allowed grade 3, and for double award GCSEs there is an allowed grade 4-3.” That allowed grade is what most parents know as the safety net — and its position is identical across every board covered on this page.

Pearson’s own guidance to Edexcel exam officers states the same ranges for its Combined Science award: “For foundation tier grades 1-1 to 5-5 are accessible. For higher tier grades 4-4 to 9-9 are accessible. There is an allowed ‘safety net’ grade of 4-3 at higher tier for those candidates who just miss the 4-4 grade.” AQA’s own specifications, for both Trilogy and Synergy, use near-identical wording in their general administration sections: “A student taking Higher Tier assessments will be awarded a grade within the range of 4–4 to 9–9. A student sitting the Higher Tier who just fails to achieve grade 4–4 will be awarded an allowed grade 4–3.” OCR’s specification pages state the same Foundation and Higher ranges directly in their assessment-overview tables, for both Gateway Science and Twenty First Century Science.
There is one genuine historical exception, and it belongs to 2018 only. Pearson’s own subject update explains that “Summer 2018 was the first awarding of the new GCSE 9-1 Sciences and as an exception, for GCSE Combined science a 3-3 grade was permitted” — a second safety-net grade, one full step below the usual 4-3 floor, awarded only in the very first year the qualification was examined. The same update records that Ofqual withdrew it the following year: “Ofqual have recently announced that there will be no awarding of the 3-3 grade this summer.” No board has offered a 3-3 grade since. A student sitting Higher tier in 2026 can be awarded 4-3 as a safety net, but not 3-3. Translating a Combined Science double grade against an older qualification — a parent’s own O-level, or an older sibling’s A*-G GCSE — is where most explanations of this scale overreach, and it is worth being precise about what is actually stated versus what is merely convenient shorthand.
GOV.UK’s own guidance on the 9-1 scale is explicit that there is no general conversion: “The number scale is not directly equivalent to the old letter one.” It then gives three specific points, each stated as a comparability rather than an equality: “the bottom of a grade 7 is comparable to the bottom of the old grade A”, “the bottom of grade 4 is comparable to the bottom of the old grade C”, and “the bottom of grade 1 is comparable to the bottom of the old grade G.” Those are single-subject anchor points, but Ofqual’s own current regulatory document for the 2026 exam series confirms they carry across to Combined Science’s paired notation directly: “For GCSE double award, references in this document to grades 9, 7, 5, 4 and 1 refer to grades 9-9, 7-7, 5-5, 4-4 and 1-1, respectively.” Combining those two statements — both Ofqual’s own — the bottom of a 7-7 is comparable to the bottom of an old grade A, the bottom of a 4-4 to the bottom of an old grade C, and the bottom of a 1-1 to the bottom of an old grade G. That is three specific boundary points, not a full nine-step conversion table, and every grade combination in between — a 6-6, a 5-4, an 8-7 — has no official comparability point stated anywhere.
AQA has published one further figure, but it is a different kind of statement and is worth labelling as such: a statistical prediction tied to a specific cohort, not a regulatory anchor point. Its own grading page states: “Generally, a student who would have got an average grade A across science and additional science in 2017 would get grade 7-7 in GCSE Combined Science from 2018 onwards.” That is AQA’s own expectation for how the 2017 legacy cohort’s results would have translated under the new scale — useful context, but a prediction about a specific year group, not a rule a 2026 result can be read against directly.
The Government has also attached specific pass labels to two single-subject grades that carry over by name to the equivalent double grade: “The Government has said that grade 4 is a ‘standard pass’. Grade 5 is a ‘strong pass’ and equivalent to a high C and low B on the old grading system.” Combined with Ofqual’s double-award notation rule above, that makes 4-4 the double-award standard pass and 5-5 the double-award strong pass — again, specific points on the scale, not a claim that covers every pairing. A 4-3 is the Higher-tier safety-net grade, awarded when a student narrowly misses the 4-4 boundary rather than dropping a full step to 3-3. Ofqual's current regulatory guidance states plainly that “for double award GCSEs there is an allowed grade 4-3”, and AQA's own specification confirms the same: a student “sitting the Higher Tier who just fails to achieve grade 4–4 will be awarded an allowed grade 4–3.” Edexcel and OCR both set the identical safety net. It sits one place below 4-4 on the 17-point scale, above the U (ungraded) result.

Twenty First Century Science (J260) is structured differently — three subject-specific papers at 95 marks each, plus a fourth paper labelled “Combined Science” worth 75 marks, four papers in total rather than six, though the overall mark total is still 360.
