OCR awards GCSE Physics through two separately accredited specifications: Physics A (Gateway Science), J249, and Physics B (Twenty First Century Science), J259, both confirmed live on Ofqual’s register at Version 5.0 (July 2026). The two are not interchangeable: momentum (p = mv) is Higher-Tier-only under Gateway’s 29-equation list but assessed at both tiers under Twenty First Century’s 32-equation list — the same physics, a different tier rule depending which route a school has entered.

Why is momentum Higher Tier under Gateway but not Twenty First Century?

Both of OCR’s GCSE Physics specifications state the same rule, in their own words: an equation printed in bold type in the specification’s equation appendix is assessed at Higher Tier only, and every other equation is assessed at both tiers. Gateway’s (J249) own wording is “Statements shown in bold type will only be tested in the Higher Tier papers. All other statements will be assessed in both Foundation and Higher Tier papers.” Twenty First Century’s (J259) wording is shorter: “Equations required for Higher Tier only are in bold.”

Applying that rule to each route’s own equation appendix produces two lists that genuinely disagree on at least one equation. Gateway lists 29 equations across two tables — 20 to recall and apply, 9 to select and apply — of which 4 are bold and therefore Higher-Tier-only: momentum (p = mv, reference PM2.2ii), pressure due to a column of liquid (p = hρg, PM1.3ii), force on a current-carrying conductor (F = BIl, PM4.2i) and the transformer turns-ratio equation (PM4.2ii). Twenty First Century lists 32 equations — 22 to recall and apply, 10 to select and apply — of which 3 are bold, all inside the select-and-apply table: force on a conductor (F = BIl, P3.6.3), the transformer turns-ratio equation (P3.7.8b) and a change-in-momentum, or impulse, equation (Δp = Ft, P4.3.5) that has no equivalent anywhere in Gateway’s 29-equation appendix.

Read those two lists side by side and momentum stands out. Under Gateway, momentum is one of only 4 Higher-Tier-only equations out of 29 — a deliberately restricted list. Under Twenty First Century, the identical relationship (p = mv, reference P4.3.4/P4.3.13) sits in the plain-type recall-and-apply table, assessed at both Foundation and Higher tier. A student who transfers between a Gateway school and a Twenty First Century school, or a tutor covering both specifications, cannot assume momentum’s tier status carries across — it does not.

How we know: OCR marks Higher-Tier equations by bold type alone — invisible to a plain-text extraction

Both specifications state the bold-type rule in prose, but the bold marking itself is a font attribute, not a word — a plain-text extraction of either PDF strips formatting and returns the same flat list whether an equation is bold or not. Establishing which of Gateway’s 29 and Twenty First Century’s 32 equations are actually Higher-Tier-only required reading each PDF’s text at the span level and checking the font name attached to each character run: a reference code and its equation rendered in “Calibri-Bold” is Higher-Tier-only; the same content rendered in plain “Calibri” is common to both tiers. A sibling page on this site used the identical method to establish Edexcel’s Higher-Tier equation list, for the same reason — Edexcel’s specification also marks its Higher-Tier-only equations by bold type alone.

This matters for anyone checking the figures above. A reviewer who copies either equation appendix into a plain-text tool, or reads the PDF through a browser’s text-selection, will see 29 or 32 equations with no way to tell which are Higher-Tier-only beyond the specification’s own prose statement of the rule — the bold formatting that actually marks them does not survive that route. Confirming the counts above means opening the source PDF and inspecting its structure directly, not just its extracted text.

How many GCSE Physics specifications does OCR actually run?

OCR’s own GCSE qualifications catalogue lists two separately accredited GCSE Physics specifications: “Physics A (9-1) – Gateway Science Suite” and “Physics B (9-1) – Twenty First Century Science Suite.” Before treating any OCR page as evidence, a deliberately impossible OCR qualification URL was fetched as a control: it returned HTTP 200, titled “Qualification details”, at 47,293 bytes, with zero mentions of the invented subject — confirming OCR’s site returns a generic shell for a URL that does not exist rather than a genuine 404. Both real specification pages are clearly distinguishable from that shell: the Gateway (J249) page returns 58,959 bytes and the Twenty First Century (J259) page returns 58,387 bytes, each carrying the correct qualification title and repeated mentions of its own spec code.

Each route’s own specification PDF gives its own identity. Gateway (J249) is Version 5.0 (July 2026), for first assessment in 2018, Ofqual accreditation number QN601/8651/3. Twenty First Century (J259) is Version 5.0 (July 2026), for first assessment in 2018, QN601/8685/9. Both QNs were then checked directly against Ofqual’s own register — not just OCR’s claim — which confirms both as “Available to learners”, with national availability “England, Northern Ireland, International” for each.

What is a Practical Activity Group (PAG) in OCR GCSE Physics?

AQA calls its practical requirement “required practicals”; Edexcel calls its “core practicals”. OCR’s own term, used identically across both routes, is “Practical Activity Group”, or PAG. Gateway’s specification: “Learners must complete a minimum of eight practicals covering all the apparatus and techniques listed.” Twenty First Century’s specification, worded independently: “It is compulsory that learners complete at least eight practical activities… into eight Practical Activity Groups or PAGs.” Both routes converge on the same minimum of eight, confirmed separately rather than assumed shared — and both state that practical-skills questions make up at least 15% of exam marks.

Gateway names its eight PAGs directly: P1 Materials, P2 Forces, P3 Motion, P4 Measuring waves, P5 Energy, P6 Circuit components, P7 Series and parallel circuits, P8 Interactions of waves. Twenty First Century references its own PAG1 to PAG8 inside its Practical Skills chapter rather than listing them in one place. Both routes source the same underlying apparatus-and-techniques requirement, the Department for Education’s “Biology, chemistry and physics GCSE subject content, July 2015” Appendix 4, cited independently in each specification’s own PAG table footnotes.

Same practical count, opposite exam architecture: topic-split papers versus Breadth and Depth

Despite sharing a practical-skills requirement, Gateway and Twenty First Century structure their four exam papers on completely different principles. Gateway splits its papers by content: “Paper 1 assesses content from Topics P1–P4 and P9. Paper 2 assesses content from Topics P5–P8, with assumed knowledge of Topics P1–P4 and P9.” Twenty First Century splits by cognitive demand instead, not content: its own specification states both papers “assess content from all eight chapters” — a “Breadth” paper and a “Depth” paper, each drawing on the same eight chapters rather than dividing them.

The assessment-objective weighting follows the same split. Gateway’s per-paper AO split is identical on every paper — AO1 20, AO2 20, AO3 10 of each 50-mark half — while Twenty First Century’s Breadth paper is weighted AO1 24, AO2 18, AO3 8, and its Depth paper AO1 16, AO2 22, AO3 12: an uneven split that mirrors the Breadth/Depth naming directly, and is not stated as a headline figure anywhere in Twenty First Century’s own specification prose — it only appears inside the AO/component table.

Both routes still land on the identical overall qualification split, and identical paper mechanics beyond the split principle. The topic names differ too: Gateway’s eight are Matter, Forces, Electricity, Magnetism and magnetic fields, Waves in matter, Radioactivity, Energy and Global challenges, plus a ninth practical-skills topic. Twenty First Century’s eight chapters carry different, narrative titles: Radiation and waves, Sustainable energy, Electric circuits, Explaining motion, Radioactive materials, Matter – models and explanations, Ideas about Science, and Practical Skills — including an “Ideas about Science” chapter with no Gateway equivalent.

A stale version footer inside OCR’s own current J259 document

OCR’s current Twenty First Century (J259) specification PDF contradicts its own version marking. The document’s cover and 85 of its 91 page footers read “Version 5.0 © Cambridge OCR 2026”, matching the version OCR states is current — but six consecutive pages, 76 to 81, covering Section 4’s “Admin: what you need to know” chapter (final entries, entry codes, special consideration), instead carry the footer “Version 4.2 © OCR 2024”, a leftover from an earlier edition that was not updated when this section was last revised.

Run as a control, the equivalent Gateway (J249) document shows no such inconsistency: all 101 of its page footers, checked across the full document, read “Version 5.0”, with zero occurrences of any other version number. The contradiction is specific to Twenty First Century’s own current PDF, not a shared publishing artefact across both of OCR’s physics documents.

Tiering, Combined Science and where each route is available

Tiering is one area where the two routes genuinely agree rather than diverge. Both specifications, in matching wording, assess Foundation Tier at grades 5 to 1 and Higher Tier at grades 9 to 4, “with an allowed grade 3 for candidates a small number of marks below the grade 3/4 boundary.” Learners enter for one tier pair or the other, never both — Twenty First Century’s own entry-code table confirms the mapping directly: J259 F covers components 01 and 02 (Foundation), J259 H covers components 03 and 04 (Higher).

The two routes also sit against different Combined Science partners. Gateway overlaps with “GCSE (9-1) in Combined Science A (Gateway Science), GCSE (9-1) in Biology A (Gateway Science) and GCSE (9-1) in Chemistry A (Gateway Science)”. Twenty First Century overlaps with “GCSE (9-1) in Combined Science B, GCSE (9-1) in Chemistry B and GCSE (9-1) in Biology B” — a different named A-suite and B-suite pairing that follows each Physics route through to Combined Science.

On availability, both routes use identical OCR wording: “This qualification is available in England. For Wales and Northern Ireland please check the Qualifications in Wales Portal (QIW) or the Northern Ireland Entitlement Framework for details of local arrangements.” OCR does not itself claim Wales availability for either route, and Ofqual’s register is consistent with that: national availability for both QN601/8651/3 and QN601/8685/9 is listed as “England, Northern Ireland, International”, with no separate Wales entry for either.

Two figures are worth flagging as absent rather than assumed. Neither specification states a Foundation/Higher marks-overlap percentage of the kind AQA publishes for its own GCSE Physics, and neither states an overall percentage of marks requiring mathematical skills — both list the specific skills required (Gateway’s appendix is numbered 5g, Twenty First Century’s 5e, confirming the two documents are independently structured rather than sharing a template) without totalling them into one figure.

It is tempting to assume Twenty First Century is simply under-served online, but that is not quite right. Physics & Maths Tutor runs two separate hubs — a Gateway page and a dedicated Twenty First Century page — and GCSE Physics Online’s OCR (A) hub covers Gateway’s topics in detail, including a dedicated practicals section. What is true is narrower: none of those Twenty First Century pages rank on the first page of results for the plain query “OCR GCSE Physics”, confirmed by fetching Physics & Maths Tutor’s own Twenty First Century hub directly rather than finding it organically. The resources exist; they are simply harder to find than Gateway’s.

None of the detail above is generic “GCSE Physics” advice with OCR’s name attached — the momentum inconsistency, the font-metadata method, the Breadth/Depth split and the stale version footer are all specific to J249 and J259.
